The Monterey County Board of Supervisors sets policy and establishes all ordinances governing the County. It serves as both the Legislative and Executive body of the County.
The Overall Economic Development Commission is responsible for advising the Board of Supervisors on economic development policy and programs. Their primary objective is to foster the retention of existing jobs and the creation of new jobs. The Commission consists of twenty-seven members appointed by the Board of Supervisors. Twelve of the twenty-seven represent the cities and are nominated for appointment by the cities' governing body. The Office of Economic Development provides staff support to the OEDC.
The Chief Assistant County Administrative Officer oversees the Environmental Resource Policy Division that coordinates the operations and activities of Environmental Health, Parks, Planning & Building Inspection, Public Works and the Water Resources Agency. The Division consists of the following offices:
- Capital Projects
- Housing & Redevelopment
- Military Base Reuse (Fort Ord)
- Monterey County General Plan Update
- Office of Economic Development
- Office of Emergency Services
The Office of Economic Development has four major areas of responsibility:
- Provide the staff and resources necessary to accomplish the OEDC goals
- Develop and implement economic development policy
- Develop and implement business retention, expansion and attraction programs
- Prepare and administer federal, state and local grants
