 Carmel-by-the-Sea is located along the Central California Coast on Hwy 1, 100 miles south of San Francisco, 355 miles north of Los Angeles and 26 miles north of Big Sur. Adjacent to Carmel-by-the-Sea are the unincorporated areas of Pebble Beach, Carmel Valley, and Carmel Highlands. The cities of Pacific Grove and Monterey are nearby.

 Carmel-by-the-Sea was incorporated on October 31, 1916 as a General Law City. The City has a Council-City Administrator form of government. The people elect the Mayor and City Council and the Council appoints the City Administrator.

 Over one million visitors are drawn to Carmel each year to experience the beauty of the city's natural and built environment. To preserve this beauty and the city's village character, the city has developed a unique process to review business licenses and exterior design changes.
Retail items sold in a business are reviewed for their consistency with the store's classification.
There are also numerical caps on some businesses such as souvenir shops and jewelry stores so that the City's diverse economic base will be preserved. Standards were also developed to determine where specific types of businesses must be located based on their impacts on the residential neighborhoods.
All design alterations in the commercial district are reviewed by the Planning Commission for site design, mass, bulk, scale, and design compatibility. Proposed designs are closely scrutinized against the city's design objectives. The design review process is conducted in a public forum
and interested individuals are encouraged to participate in the process.
