The California Employment Development Department (EDD) offers a wide variety of services to millions of Californians under the Job Service, Unemployment Insurance, Disability Insurance, Workforce Investment, and Labor Market Information programs. EDD also handles the audit and collection of payroll taxes and maintains employment records for more than 17 million California workers. EDD can help you:

Internal Revenue Service (IRS)
The Internal Revenue Service is responsible for:
- Assigning federal tax identification numbers
- Collecting a variety of taxes, including business & employee income, and social security
An Employer Identification Number (EIN) is also known as a federal tax identification number, and is used to identify a business entity. Generally, businesses need an EIN.

The Monterey County One-Stop Career Center is a collaborative effort of the California Employment Development Department (EDD), Monterey County Office for Employment & Training (OET), Department of Social Services, and Workforce Investment Board (WIB).
The One-Stop Career Center provides numerous services to employers to help them maximize their businesses. Employers can utilize the centers to access the following services:
- Employee recruitment and screening
- Posting job openings on local, state
and national websites
- Receiving and forwarding applicant
resumes
- Prescreening and referral of qualified
job seekers
- Tax credit information
- Labor market information
- Labor law compliance information
- Additional resources on issues that affect employers
Intensive employer services may also be provided, including job profiling, individual recruitment plans, group and individual counseling, skill assessment and occupational profiling, and employer seminars.
Business services staff in the One-Stop Center also provides on-site information and assistance to employers that are downsizing and to their affected employees.

The Division of Labor Standards Enforcement (DLSE) adjudicates wage claims, investigates discrimination and public work complaints, and enforces Labor Code statutes and Industrial Welfare Commission orders.
Department of Labor (DOL)
The Department of Labor (DOL) fosters and promotes the welfare of the job seekers, wage earners, and retirees of the United States by improving their working conditions, advancing their opportunities for profitable employment, protecting their retirement and health care benefits, helping employers find workers, strengthening free collective bargaining, and tracking changes in employment, prices, and other national economic measurements. The Employer Advisory Council (EAC) Monterey Bay is comprised of employer representatives conducting businesses throughout the Monterey County. In Partnership with the Employment Development Department (EDD), the EAC helps employers do business more effectively and efficiently. The EAC provides educational seminars to employers about relevant employment issues, increases employer knowledge of EDD programs and services, increases cooperation and communication between EDD and the private sector, and identifies ways to improve EDD services.
Membership in the EAC Monterey Bay is open to employers conducting business in Monterey County. There is no membership fee.

The Employment Training Panel is a California State agency created in 1982 as a cooperative business-labor program to retrain workers. Leadership Salinas Valley (LSV)
The goal of Leadership Salinas Valley (LSV) is to add more informed and skillful leaders to the existing pool, which will in turn result in enhanced community problem solving and development. LSV is a 20-week leadership and skills training program that begins in January each year. The goal of the program is to identify and train potential community leaders and assist them in reaching their professional and personal goals. Participants gain the knowledge and direction they need to achieve greater self and community awareness through a combination of academic training, community exposure, and small group interaction and projects.
