A NOTE ABOUT BUSINESS LICENSES:
At this time, Monterey County does not require businesses in the unincorporated areas to have a business license. However, all twelve cities in the County do require anyone conducting business in the city to have a business license, including businesses based elsewhere (e.g. a landscaper based in one city but serving clients in a different city would require business licenses from both cities). In order to determine the specific requirements, contact the city where you will do business.

The BOE issues sales and use tax permits (reseller numbers & permits) to all wholesalers and retailers that sell or lease tangible personal property. The BOE also handles diesel fuel, cigarette and hazardous waste taxes.

Department of Consumer Affairs (DCA)

The DCA, through its affiliated boards, grants licenses on certain businesses or professions such as automobile repair, dentists, pharmacists, and veterinary medicine. DCA also enforces consumer laws and provides information on a variety of consumer topics.

DMV also has offices in King City and Salinas.
The DMV registers commercial vehicles used by your business and issues commercial driver's licenses. The Seaside DMV office is the only one in Monterey County that offers the commercial drivers license test.
Department of Social Services (DSS) - Community Care Licensing Division
The Department of Social Services is responsible for licensing and oversight of day and residential care businesses.

Who must contact the Agricultural Commissioner?
- Any business that uses commercial weights and measures devices.
- Any business involved in pesticide sales, storage or application.
- Organic farmers may also contact the Agricultural Commissioner to participate in the
Monterey County Certified Organic Program.

The Monterey County Health Department's Division of Environmental Health is charged with preventing environmental hazards from occurring and to protect the public and resources from environmental hazards when they occur. Your business could be subject to regulation by the
Division of Environmental Health if it involves:
- Food service
- The use, storage and disposal of hazardous materials
- Underground storage tanks
The Division of Environmental Health also reviews all development proposals for water and sewage feasibility, contamination impacts and noise impacts.
